If you live in Haldimand and you have looked at home prices lately, you already know the down payment is the part where your budget starts laughing. You can be doing fine day to day, then you start saving for a down payment, and suddenly you are side-eyeing your own grocery cart like it is a luxury purchase.

Housing Services for Haldimand and Norfolk offers a Homeownership Program that can help qualified first-time buyers with down payment assistance. The help comes as a long-term, interest-free loan tied to the home.

What the Program Offers

The Homeownership Program provides down payment assistance to first-time homeowners who are qualified low-to-moderate income households and want to purchase a home.

Housing Services says the assistance is provided as a 20-year interest-free loan that is registered on title, and it can be up to 10 percent of the home’s purchase price.

Two things to underline in plain language:

It is a loan, not a grant.

And “registered on title” means it is formally attached to the property, not floating around in the background.

Who It is Meant for in Haldimand

The program is for first-time homeowners or renters who want to buy a home in Haldimand (or Norfolk) and live in it as their sole and principal residence for the full loan period.

It is also not open to minors. Housing Services states applicants must be at least 18 years old.

And you still need to qualify for a mortgage through a lender. Housing Services is clear that applicants must be mortgage-eligible.

Income Limits

Housing Services lists income limits right on the program page.

For single individuals, the limit is $118,600.

For couples or families, the limit is $140,900.

If you are close to the line, do not assume. Ask. Five minutes on the phone beats five days of gathering documents you did not need.

The Maximum Home Price Allowed

This program has a purchase price cap, meaning there is a ceiling on the price of the home you buy and still qualify.

Housing Services currently lists the maximum purchase price as $705,833.

So yes, you can be eligible personally, then fall in love with a house that is not eligible. Painful, but better to know early.

Asset Limits

There is also an asset limit requirement. Housing Services states the applicant must meet an asset limit that does not exceed $50,000, with exemptions including (but not limited to) owned vehicles per member of the household.

That means this is not only about income. Savings and other assets can matter too.

Home Inspections Are Part of the Deal

Housing Services requires a home inspection for resale homes and recommends one for new builds.

Consider this the program quietly protecting you from buying a place that comes with “surprise basement water features.”

When You Cannot Use this Program

Housing Services states that applicants who have previously received certain federal or provincial funding to purchase a home (including AHP or the IAH Homeownership component) or for repairs (including RRAP and IAH Ontario Renovates) are not eligible for Home Ownership funding.

If you have ever received assistance under any of those programs, get clarification from Housing Services before applying.

Funding is Limited

This is not an endless pool of money. Housing Services says funding is available on a first-come, first-served basis until funds are exhausted, and down payment assistance may not be available to all eligible applicants.

Translation: if you are interested, do not leave it until the week you plan to make offers.

Housing Services instructs applicants to download the Home Ownership Application and submit it with the requested supporting documentation.

The Part That Matters for Haldimand

This program will not do the house hunting for you, and it will not make interest rates behave. What it can do is help with the piece that blocks a lot of first-time buyers in Haldimand: getting the down payment together.
